Abstract

 


The purpose of this research was to study the conditions of Personnel Administration   of the Instruction of Languages of Neighboring Countries at the Army Language Center, Army Training Command, in Dusit District, Bangkok, and to receive the suggestions of the study group. The study group consisted of 108 students. Data was collected using a questionnaire statistically analyzed by percentage, mean score and standard deviation, on a 5-point rating scale. 
The findings revealed that: 
1. The conditions of Personnel Administration of the Instruction of Languages of neighboring countries at the Army Language Center, Army Training Command, in Dusit District, Bangkok, as viewed by students, were generally found to be at a high level. After the item analysis of five aspects, the results showed a high level ranking in three of those aspects, namely: Education Evaluation, Student Attrition (failure of students to complete the course), and Student Retention (preventing the loss of students due to their failure during the course). The other two aspects – Planning the Course for Students and Recruitment & Selection of Students were ranked at medium level.
2. Suggestions in each aspect were as follows: 
2.1 Planning the Course for Students. 
- Recruitment and selection of students should be well planned to match the need for implementation by the units (the duty station of each student). 
- Prior to taking language courses at the Army Training Command, the students should receive testing and training in the languages that they will be studying. 
- The period of training in the language courses should be extended to more than two years. 
2.2 Recruitment and Selection of Students. 
- Recruitment and selection of students should be done on a voluntary basis. 
- The process of recruitment and selection of students should focus on implementation policy: applicants for language courses need to be put in the position where they will use languages they will learn. 
- Public relations functions should be performed continuously. 
- Age should be considered as a part of each applicant’s qualifications. 
2.3 Student Retention. 
- Sufficient accommodations with good conditions should be provided. 
- Modern teaching equipment and materials such as computers, internet and applications, as well as a classroom environment that facilitates learning, should be provided. 
2.4 Education Evaluation. 
- Examinations must be standard and should measure what the students learned. 
- Data concerning students’ personnel records and scores should be maintained on a systemic basis. 
- Evaluation should be done consistently. 
- Post-evaluation should be done to check whether the courses were effective. 
2.5 Student Attrition. 
- The rules and regulations of the Army Language Center, Army Training Command, should be followed strictly and justifiably, without prejudice.
