THE DEVELOPMENT OF THE ADMINISTRATION BASED ON GOOD GOVERNANCE OF THE INDEPENDENT COMMISSION ON ENVIRONMENT AND HEALTH ( ICEH )

Abstract

 The purposes of the research were 1) To study the administrative condition of The independent commission on environment and health 2) To analyze theories and Buddhist moral codes about the administration based on good governance of the independent commission on environment and health 3) To present a format of administration development based on good governance of the independent commission on environment and health. The data collection of this qualitative research was done by studying documents, ideas, theories as well as related research, an in-depth interview with 25 experts, and a talk with a particular group of 16 experts.

The results of the research are as follows:
1) It was found that the commission was only able to do its duty independently to give its opinions on considering projects or activities which probably affected the communities seriously in the aspects of both natural resources and health. Through its neutrality and academic matters and good governance, the commission was reliable and was made references by the communities. It helped to end contradiction among the stakeholders in the area which would be greatly affected by the projects. However the commission was not independent to manage administrative resources (4Ms) at all because there has not been an Act related.

2) The administration of the commission played the key role on the processes of listening to opinions and participation of the people based on 6 principles of good governance: legal justice, moral, principles, transparency, participation, responsibility and worthiness; moreover, it was also based on three moralities for intellect: listening to information, analyzing information and synthesizing information. This made the commission dependable for people, government and industrial sectors. In considering any projects seriously affected the public. It would eventually lead to sustainable development and the balance of the society, economy and environment
3) The format of administration development based on good governance of the commission should be supported by the Act of the independent commission on environment and health to make their work more efficiently in all aspects such as, asking for and collecting information, checking information, checking and balancing, suggesting, following up, evaluating, punishing, giving opinions independently on the projects seriously affecting natural resources and environment, having the internal system of checking and balancing , allowing the society to investigate and discharge the commission, receiving remuneration and welfare, doing its duty based on six principles of good governance and three moralities for intellect, and being able to independently manage the administrative resources (4Ms) by considering the benefits of the society, the country and human rights.
The suggestions are as follows:
1. The independent commission on environment and health should be legislated in the constitution as it used to.
2. The current Act of the independent commission on environment and health should be hurriedly legislated.
3. The administrative regulation should be in accordance with roles, authorities and functions in good governance alongside.
4. It is necessary to push forward the independent commission on environment and health to be a public organization before finishing the Act.
