Abstract

Abstract

 

The objectives of this research were:  1) to study the member opinion of village funds toward the fund operation in Pabong sub-district, Sarapi district, Chiang Mai province, 2) to compare the level of member opinion of village funds toward the fund operation in Pabong sub-district, Sarapi district, Chiang Mai province classified by personal factors, and 3) to investigate the problems, obstacles and suggession of operation of village funds in Pabong sub-district, Sarapi district, Chiang Mai province. 4) to present the development guideline of village funds in Pabong sub-district, Sarapi district, Chiang Mai province. This research is mixed research method. The populations and samples were collected from members of village funds in Pabong sub-district. The sample consisted of 260 people. the analysis of data has been done by frequency, percentage, mean and standard deviation, statistical hypothesis testing using T- test, F-test, one way analysis for variance (One-way ANOVA) and the Least Significant Difference: LSD and to in-depth interview with the key of informant 12 persons by using descriptive analysis content.

The findings of this research were found as follows:

1) The member opinion of village funds towards the operation of village funds in Pabong sub-district, Sarapi district, Chiang Mai province was overall at the high level ( = 3.85, S.D. = 0.631). When considering in each aspect, the context was at the high ( = 3.84, S.D. = 0.569), the management was at the high level ( =3.84, S.D. = 0.701), the planning was at the high level ( =3.84, S.D. = 0.730), the decision was at the high ( =3.84, S.D. = 0.653), the monitoring and evaluation was at                   the high level ( =3.88, S.D. = 0.732) and the participation was at the high level                ( =3.80, S.D. = 0.835),

          2) The result of comparison opinion of village funds members towards                 the operation of village funds in Pabong sub-district, Sarapi district, Chiang Mai province classified by personal factors, it was found that the member of village funds, including age was different there was the opinion towards the operation of village funds in Pabong sub-district was significant differences at 0.01 level.                    The member of village funds in Pabong sub-district, including gender, status, number of family member, education, occupation, income, total loans, the duration of village fund members. The objective and reason of loan was different, the member of village funds had the opinion towards the operation of village fund in Pabong                 sub-district was not different.

          3) The problems, obstacles were found that borrowing money was not enough for fund members, funds committees was still lack of understanding in the documentation and financial accounting of village funds. The suggestions were found that the government should distribute the budget to village funds more and more, Should be trained to understand the documentation and financial accounting to

4) the present of guideline development of village funds in Pabong sub-district, Sarapi district, Chiangmai province should provide the knowledge training and understanding in working to committees for understanding the administration even more, members understand in  the loan and refunds  process along the period of funds, should be planning operating system according to regulations of the fund and in order to achieve the management objectives of the project effectively.
