Abstract

Abstract

The objectives of the study were 1) to study the police officer opinion toward the administration in accordance with good governance principle of Lamphun police station, 2) to compare the police officer opinion toward the administration in accordance with good governance principle of Lamphun police station, classified by personal factors, 3) to study the problems, obstacles and recommendations to the administration in accordance with good governance principle of Lamphun police station, and 4) to explore the method to the administration in accordance with good governance principle of Lamphun police station for having efficiently, that covers all six aspects namely; the rule of law, the moral principle, the transparency, the responsibility, the participation and the main value. This research used the mixed method research (Mixed Method Research). The sample was Lamphun police station officer, the sample using quota (Quota) by comparing the population with standard tables of Krejcie and Morgan (Krejcie& Morgan) with 95% of reliability. The example of samples were 152

The results showed that the police officer opinion toward the administration in accordance with good governance principle of Lamphun police station, the overall of opinion was at high level in all aspects ( = 3.72) when considering into each aspect  of the rule of law was at highest. Inferior to the responsibility, the moral principle, the transparency, the main value and the participation respectively.

Hypothesis testing of Comparison of administration in accordance with good governance principle of Lamphun police station by analyzing differences of personal factors namely; position, gender, age, education and income of police officer, it was found that position, age and income did not have different there is good governance principles to the administration did not have different, the education of the police officer did have different there different there is good governance principles to the administration did have different that was statistically significant differences at the 0.05 level.

Problems, obstacles and recommendations about taking the principle of good governance to the administration of Lamphun police station from open – end question and in – depth interviews from special expert found the problems about enforcement of the law and various regulations. The regulation of selecting personnel, the transparency of using the budget, the participation of subordinates and worthiness of spending the budget. There is the solution method is persist in the law and the regulation by additional training in the law and viewpoint of enforcer, should be the evaluation in all aspects. Commander should be a good model, having explanation of using the budget of organization to subordinates, the opened opportunity into the subordinates by participation of knowing the problem, promoting the development of personnel, changing the forces of each organization properly and using the forces that there are the highest efficiently.
