Abstract

The objectives of research paper were (1) to study the problems of the district public training unit management in Kamphaeng Phet Province, (2) to analyze the elements of the management model of the district public training units in Kamphaeng Phet Province, and (3) to present the guidelines for the development of the training units for the people in the Kamphaeng Phet Province.

This research uses qualitative research methods. By collecting data from 25 key contributors / person as a structured interview and group discussion with 14 experts / experts and analyzed by content analysis techniques

The research finding revealed that:

1. The problem of the training of the people in the Kamphaeng Phet province is that the unit president and the committee of some units are in different areas. The committee lacks knowledge and understanding in training. There are no guidelines for practices that are contrary to there is no understanding of roles and duties. Lacking the promotion of morals and ethics to the people continuously providing knowledge on sufficiency economy to the public does not give priority to the establishment of a power center for village protection to create peace, lack of policies and plans for different people to work, lack of participation in ongoing activities to be concrete. There are no trainers to train the elderly in the promotion of health. Lack of coordination with district development officers Come to organize training to educate people on life According to the sufficiency economy guidelines Lack of public mental support in practicing spiritual prayer on important religious days and train students in gratitude and gratitude on important days.

2. The composition of the district public training unit management in Kamphaeng Phet province was composed of 5 components, namely 1) assistance and support for local people 2) the center of coordination between temples, houses and departments 3) the center of being 4) Thinking of the people of all groups in terms of being a power center for the protection of villages for peace and 5) The information center each element has a plan for operation, inspection and improvement in the implementation of the development of people's quality of life in the provision of knowledge on occupation according to the principles of sufficiency economy. Peacefully according to the rules and regulations of the community. In coordination between the home and local administrative organizations to have activities together There is a meeting of the village community. To have operations between temples local government organization Administrative department, government agency and the public sector Promoting the public sector and the people in driving the 5 precepts village project for the peace community encourage unity in the community as an important basis for strengthening the network, planning the implementation of measures to be a center for network.

3. The development of the training unit for the people in the district of Kamphaeng Phet province, found that 1) the assistance and support of the local people is the planning, operation, inspection and improvement in the development of the quality of life of people in the field of education Occupation according to the principles of sufficiency economy is planned to train people to live together in peace and order according to the rules and regulations of the community. 2) the coordination between the center and the agency is a measure of coordination between agencies and local governments. Strengthening the cooperation network of houses, temples, and schools in the development of culture 4) As a center for the protection of villages for peace, the government and people are encouraged to drive the village of the sacred village 5 for the peace community. The use of a peaceful dialogue process in opening up the area for discussion and exchange of knowledge to reduce conflicts of people in the community With the intention of preserving the 5 precepts in unison to create "Family Preserving Precepts 5" and "Village Preserving Precepts 5" 5) As a information center, there is a plan to collaborate with agencies involved in the development of concrete communities. There is unity in the community as an important basis for strengthening the network, planning the operation, providing the temple as a center for network.
